Cybersecurity Incident Updates

All official information regarding the Suisun City cybersecurity incident is available on this page. 

At roughly 5:45 a.m. on Aug. 7, malicious software infected and compromised Suisun City IT systems. The cybersecurity incident hit critical public safety operations, including 911 routing, police and fire dispatch, records and City services. To contain the threat and preserve evidence for a federal investigation, the City shut down its entire IT network. The City swiftly activated its Emergency Operations Center and is working alongside federal, state and regional agencies, including the FBI, Department of Homeland Security and California Office of Emergency Services to maintain emergency services, investigate the incident and restore systems. The cybersecurity incident is currently under investigation.

Sept. 22, 2026 - 9 a.m. Update

Suisun City is pleased to announce that public access to all City Hall departments is now available following the recent cybersecurity incident. The City deeply appreciates the community’s patience as City staff continues working diligently to restore full network operations.

Beginning this week, in-person services will resume according to the following schedules:

City Hall hours:

  • Monday-Thursday: 9 a.m. to noon and 1 to 5 p.m.
  • Friday: Closed

Housing Authority hours:

  • Monday-Tuesday: 1 to 5 p.m.
  • Wednesday-Thursday: 9 a.m. to noon
  • Friday: Closed

Building/Planning hours:

  • Monday and Wednesday: 9 a.m. to 5 p.m. (closed from noon to 1 p.m.)
  • Tuesday and Thursday: By appointment only
  • Friday: Closed

Police Department hours:

  • Monday-Thursday: 7 a.m. to 5 p.m. (closed from noon to 12:30 p.m.)
  • Friday: Closed

Suisun City dispatchers will continue to take 911 and non-emergency calls through the Solano County dispatch center. For additional needs, community members can go directly to the Police Department for other general assistance and standard department services. 

The cybersecurity incident and its overall impact are still under active investigation. The City is continuing to work alongside federal, state and regional agencies, including the FBI, Department of Homeland Security and the California Office of Emergency Services, to investigate the incident, maintain essential services and securely restore systems. As part of this ongoing process, the City will continue to thoroughly evaluate its systems and data. 

 

Sept. 8, 2026 - 11 a.m. Update

Suisun City is working alongside external technical specialists to safely restore its network infrastructure following the recent cybersecurity incident. Dedicated IT teams are making steady progress toward bringing full system functionality back online.

In the meantime, the Police Department lobby is open and accessible to the public Monday through Thursday from 7 a.m. to 5 p.m., with possible brief closures for lunch from noon to 12:30 p.m. Residents can visit the lobby for ticket sign-offs, vehicle releases, speaking with an officer and general administrative assistance.

Additionally, the water and finance counter inside City Hall remains open during normal business hours to assist community members and process utility payments. Payments at the counter are currently accepted via cash or check only. Credit card payments can be made online at MunicipalOnlinePayments.com/SuisunCityCA.

Aug. 31, 2026 - 4:30 p.m. Update

Suisun City is continuing to make progress through recovery operations following the recent cybersecurity incident. As part of ongoing operational adjustments during this transition, the City is further extending the deadline for water service disconnections and announcing temporary schedule changes for City Hall counter services.

The City and the Suisun-Solano Water Authority (SSWA) have officially extended the water service disconnection date to Wednesday, Sept. 23. This additional extension provides customers with further flexibility to address delinquent balances and complete their payments. The SSWA remains fully compliant with California Senate Bill 998 (SB 998), which authorizes the disconnection of residential water service for accounts that are more than 90 days delinquent.

Additionally, residents should note that the water counter inside City Hall will operate on an adjusted schedule tomorrow due to internal training. On Tuesday, Sept. 1, the water counter will only be open to the public from 2 to 5 p.m. Regular business hours will resume following the training session to process utility payments and assist residents.

Aug. 26, 2026 - 2:30 p.m. Update

Suisun City is continuing to make progress through recovery operations following the recent cybersecurity incident. As part of ongoing operational adjustments during this transition, the City is extending the upcoming deadline for water service disconnections.

Water disconnect notices mailed last week established Tuesday, Aug. 25, as the payment deadline, with water shut-offs originally scheduled to begin today, Aug. 26. The City and the Suisun-Solano Water Authority (SSWA) have officially moved the water service disconnection date to Wednesday, Sept. 2. This adjustment provides customers with an extra week to address delinquent balances and complete their payments.

The Suisun-Solano Water Authority (SSWA) remains fully compliant with California Senate Bill 998 (SB 998), which authorizes the disconnection of residential water service for accounts that are more than 90 days delinquent.

Due to a pre-planned roof renovation, the Police Department lobby will be closed all week. To maintain community access, a representative from the Police Department will be stationed at the City Hall water counter daily from 9 a.m. to 5 p.m. to help with ticket sign-offs, vehicle releases, speaking with an officer and general assistance.

Aug. 21, 2026 - 1:30 p.m. Update

Suisun City is continuing to progress through its recovery phase following the recent cybersecurity incident. For now, the water counter in City Hall remains the only open City Hall service available to the public.

As part of the recovery process, the City is actively assessing whether any personal information has been affected. To date, nothing has been discovered to indicate personal data was impacted, but the City will continue to thoroughly evaluate systems as the investigation proceeds.

Due to a pre-planned roof renovation, the Police Department lobby will be closed next week. To maintain community access, a representative from the Police Department will be stationed at the City Hall water counter daily next week from 9 a.m. to 5 p.m. to help with ticket sign-offs, vehicle releases, speaking with an officer and general assistance.

Aug. 10, 2026 - 11:30 a.m. Update

Public safety services and response remain active in Suisun City; however, some City services are limited or closed to the public on Monday, Aug. 10. Suisun City Police and Fire continue to respond to calls for service, and Suisun City dispatchers are continuing to take 911 and non-emergency calls through the Solano County dispatch center. 

The Police Department lobby is open and accessible for ticket sign-offs, vehicle releases, speaking with an officer and general assistance. The lobby is open Monday through Thursday from 7 a.m. to 5 p.m., with possible closures for lunch from noon to 12:30 p.m.

The City is continuing its operations, though some City services are closed to the public today, Aug. 10. City Hall is closed, affecting in-person meetings with the following departments:

Aug. 8, 2026 - 12:30 p.m. Update

During a Special Meeting held at 11 a.m. on Aug. 8, Suisun City Council declared a State of Emergency after malicious software infected and compromised IT systems at roughly 5:45 a.m. on Aug. 7. This declaration, pursuant to Government Code 8630, allows the City to quickly access emergency support services and to recoup costs incurred as a result of the cybersecurity incident. 

The cybersecurity incident hit critical public safety operations, including 911 routing, police and fire dispatch, records and City services. To contain the threat and preserve evidence for a federal investigation, the City shut down its entire IT network. The City swiftly activated its Emergency Operations Center and is working alongside federal, state and regional agencies, including the FBI, Department of Homeland Security and California Office of Emergency Services to maintain emergency services, investigate the incident and restore systems.

There is no imminent threat to the public. All public safety services remain active. Suisun City dispatchers are continuing to take calls through the Solano County dispatch center, and Suisun City PD and Fire continue to respond to calls for service. Online City services and internal operations remain temporarily unavailable. The cybersecurity incident is currently under investigation.

Aug. 7, 2026 - Initial 8 p.m. Update

The City of Suisun City is currently experiencing a cybersecurity incident that has impacted services at City Hall and public safety departments. Suisun City dispatchers are taking calls for service through the Solano County dispatch center. Suisun City police officers and firefighters will continue responding to calls for service. Many online systems and internal operations are temporarily unavailable as we work with cybersecurity experts to investigate and restore full functionality. We will provide an update in the next 24 hours.

The City is continuing to provide essential public services while certain systems are temporarily unavailable. The information below answers common questions about emergency and public safety services, water bill payments, Recreation, Parks & Marina and Public Works and permitting.

Emergency & Public Safety Services

Are Police and Fire emergency services still available?

Yes. The Suisun City Police and Fire Departments remain fully operational and continue to provide emergency response and public safety services to the community without interruption.

How do I request emergency or non-emergency assistance?

For any emergency, call 911. For non-emergency police assistance or to reach Dispatch, call 707-421-7373. Please use the non-emergency number for situations that do not pose an immediate threat to life, health or property.

How do I contact the Fire Department for non-emergency business?

For non-emergency Fire Department business, please call 707-421-7205.

 

Water Bill Payments

How can I pay my water bill?

Our normal online and account-based payment services remain available. Customers can currently make payments online, by cash or check, mail or in person at the City Hall Finance Counter.

Will I be charged a late fee while systems are unavailable?

Customers will not be disadvantaged because of the system outage. Any applicable billing or late-fee adjustments will be communicated once systems are restored.

Will my previous payment be recorded?

If you recently made a payment, please do not make a duplicate payment. We are working to reconcile payment information and will update customer accounts as systems become available.

 

Recreation, Parks & Marina (RPM)

Are Recreation, Parks & Marina services still available?

Yes. Recreation, Parks & Marina (RPM) services remain available. At this time, we do not anticipate significant impacts to day-to-day public services.

Can I still register for recreation programs, classes or activities?

Yes. Online registration remains available and the public may continue to register for programs and activities as usual through the online registration system or at the Joseph Nelson Community Center.

Are parks, recreation facilities, programs and events still operating?

Yes. Parks and facilities remain open, and scheduled recreation programs, activities and events are continuing unless otherwise communicated by the City. If a specific program or facility is affected, registered participants will be notified when possible.

Are Marina services affected?

Marina operations are continuing as usual. Payments can still be made in person at the Harbormaster’s Office and slip inquiries can continue to be made through Dockwa at www.dockwa.com.

 

Public Works, Permits & Public Records

Can I still apply for and manage permits online?

Yes. The City’s online permit portal remains available and is not dependent on access to the City’s internal network. The public may continue to submit permit applications and access permit-related services online through the Tyler Citizen Self Service portal. Access the portal here: Tyler Citizen Self Service.

Can I still pay for permits online?

Online permit payments may continue to be submitted through the Tyler Citizen Self Service portal. The City is confirming that payment information is transmitting normally to Finance during the outage. If any payment-processing issue is identified, the City will provide additional guidance. Can I still submit a Public Records Act request?

Yes. Public Records Act (PRA) requests may continue to be submitted through the City’s online public records request portal. This service is hosted separately from the City’s internal network and remains available. Submit a request through the Public Records Request Portal.
