Suisun City Launches HdL Portal

The City of Suisun City is excited to announce the transition to a new online business license and transient occupancy access portal at suisuncity.hdlgov.com. This platform, powered by HdL Companies (HdL), enables residents and businesses to access essential government services anytime — 24 hours a day, seven days a week.

“The City is committed to supporting our local businesses by improving accessibility and providing tools to help them thrive,” said City Manager Bret Prebula. “This new portal is a significant step toward enhancing the convenience and functionality of our government services.”

The HdL portal offers a user-friendly and efficient platform for the following business license services:

  • Submit a Business License Application
  • Renew a Business License
  • Pay a Balance Due
  • Close a Business License
  • Search for Licensed Business
  • Create or sign in to account profile
  • Report a problem
  • Request Account Information Update

Additionally, the platform includes a Transient Occupancy Tax (TOT) portal, which manages taxes collected from guests staying within the jurisdiction for 30 days or less. In Solano County, TOT accounts for 5% of the occupants’ rent. The TOT portal simplifies tasks including:

  • File and Pay TOT
  • Pay an outstanding balance for TOT
  • Create or sign in to the account profile
  • Report a problem

The HdL platform replaces the business license resources previously hosted on the City’s website. General information and guidance will remain available at suisun.com/Departments/Finance-Department/Business-Licenses.
